Tortolita Alliance (TA) met with Marana Development Services and Planning on 7/8/20. The purpose of the meeting was to review the current status of development projects in the Dove Mountain area. Please reference the map above.
Dove Mountain Development Update
Saguaro Reserve I-this parcel (208 lots) is located at the western end of Dove Mountain Blvd. Marana is waiting for final submittal which is to include extension of Dove Mountain Blvd beyond the cul-de-sac to the parcel property line. This will allow for a potential future extension of Dove Mountain Boulevard westerly to I-10.
TP Easements-TA has confirmed the following easements within TP as depicted on the map; (1) 40'-Pima County Wastewater-12" gravity sewer, (2) 30'-Trico Electric 44.4/24/9 KVA electric line, (3) 10'-SW Gas-12" gas pipeline and (4) Tucson Electric Power-overhead electrical transmission line (not shown on map but cuts across small portion of TP southwest corner).
Boulder Bridge Pass III-this project is under construction in the middle of the Golf Club at Dove Mountain. Site grading, roadway and utilities are partially complete.
Los Saguaros-Lots 134-239-this project is located between Del Webb Dove Mountain and TP and is a new phase. There is currently No Activity.
Saguaro Forest Apartments-this parcel is located south of the roundabout. It is zoned for apartments but there is No Activity.
Tortolita Ridge-this parcel is adjacent to the Highlands and is zoned for 34 lots. DR Horton is now proceeding with this project with 32 lots in the 1st submittal.
No Name Project-this parcel is adjacent to the Highlands and is not zoned. There was a proposal to build 74 lots but there is no zoning approval and No Activity. This project has some access and traffic issues.
Tapestry-this project is located to the east of the Highlands and is approved for 670 lots. This project has some major infrastructure issues including a bridge across a drainage area. Note this project has its own specific plan. There is No Activity.
Dove Mountain Specific Plan Amendment-7.41 acres-proposed addition of 7.41 acres to the Dove Mountain Specific Plan at Tangerine and N. Camino de Oeste (not shown on map). We are unclear about the purpose of this amendment. Research continues.
Dove Mountain Centre-the former Bashas Store is under a 2-year lease with PSE Archery for retail and distribution.
Pima County-Twin Peaks-Blue Bonnet Road Gravity Sewer Project-this project is complete (not shown on map). Go to Pima County Wastewater to learn more.
The Dove Mountain Specific Plan (and 8 Amendments) is approved for a maximum of 9,159 lots over 6,207 acres. The current Dove Mountain Subdivision Activity Report provided to TA by Marana shows that 6,134 lots have been platted (available for construction) with 4,855 of those lots permitted (homes built) and 1,171 lots are vacant.
The Dove Mountain Specific Plan is only 67% built-out! There are 3,025 (9,159 - 6,134 = 3,025) potential lots to be platted. Turning these potential lots into viable subdivision projects will have to overcome rigorous design and permitting issues and any related housing economics. Time will tell.
For sure, with 1,171 vacant platted lots available and 3,025 potential lots to be platted, there appears plenty of potential housing available just within the existing Dove Mountain Specific Plan. You have to question the need for advancing any additional specific plans/housing projects in the Dove Mountain region at least until the Dove Mountain Specific Plan is built-out and that may be many, many years to come.
